Sadly, history is full of examples of how terrorism, in the end, wins. The existence of the United States and Israel are but two examples, the presence of IRA gunmen in the NI government is another. 

Is this an argument for more and more &quot;disproportionate&quot; responses? Not at all - quite the opposite. If we look at the US / Israel / NI issues - the bloodshed could have been averted and hundreds of lives saved if they main actors had sat down and rationally sorted out their problems in advance.

It seems that most lessons from history are never, ever learned.</description>
