While I sort of agree with you on Tiscalis FUP, there is an argument that if you are DLing big isos, you dont mind if they turn up over night, so the throttle is not really an issue there. The “evening” peak rate is mainly people actively surfing – which unless you hit YouTube a lot, is not bandwidth intensive.

Personally I tend to start a download at about 2200 – 2300hrs and hope it will be there when I get home the next day. Tiscali would not hit me too hard (but I am still going to go with Pipex I think 🙂 )
